Minutes of Meeting
Tuesday, February 21, 2017

Members Present: Jeff Jordan, Tom Jameson, Ed Millette, Jodi Pinard Town Administrator, Kristy Barnouski Administrative Assistant

Others Present: Alan Quimby, Paul Sanborn, Donna Chagnon, Patty Milligan, Lucille Noel, Carolee Davison, Blaze Konefal, Dawn Marshall, Bob Mann, Jeff Meehan, Gordon Jones, Frank Harrison and other members of the public.

Call to Order Mr. Jordan called the meeting to order at 6:30pm

Pound Road-
Mrs. Pinard stated that she has been in contact with the Town attorney and has sent him all the information and materials she has pertaining Pound Road.  Mr. Mayor will be going out to the area in question to view the stone wall and give his opinion on whether or not the Road has always curved and whether the current landowner has the right to block off the access from Center Road.

Mr. Sanborn presented some mylar maps of the area that he had in his possession.  Mrs. Pinard will give copies to Attorney Mayor.  

Mr. Meehan maintains that the Road has always curved and cut through the property owners land.  He cited a soil survey online prepared by the Federal Government which shows the curve in the Road, not straight.  

Conservation Commission-
Mr. Mann stated that there are a number of Town owned land with restrictions and conservation easements and the Commission is looking to catalog those properties. They are working to create an interactive map online to show which properties are accessible for conservation activities.  

The Conservation Commission is planning on holding a public meeting on March 30, 2017 to discuss land conservation.  

Other Business-
Mrs. Pinard stated that the Town report is going to print and will be available the first week of March.

The next Old Home Day Committee meeting will be held on 2/28/2017 at 6:30pm in the Grange Hall.

Thank you to the Fire Fighters Association who will be taking care of food for Town Meeting.

Non-public Session: 91 A:3 II (d) Consideration of the acquistion, sale, or lease of real or personal property

A motion was made by Mr. Jordan and seconded by Mr. Jameson to enter into non-public session under RSA 91-A: 3 II (d). Jordan Aye, Jameson Aye, Millette Aye.  Motion Passes.

A motion was made by Mr. Jordan and seconded by Mr. Jameson to exit non-public session, Jordan Aye, Jameson Aye. Motion Passes.

A motion was made by Mr. Jordan and seconded by Mr. Jameson to seal the non-public meeting minutes indefinitely. Jordan Aye, Jameson Aye, Millette Aye. Motion Passes.

Non-public Session: 91 A:3 II (e) Consideration or negotiation of pending claims or litigation which has been threatened in writing or filed against the public body or any subdivision thereof, or against any member thereof because of his or her membership in such public body, until claim or litigation has been fully adjudicated or otherwise settled.

A motion was made by Mr. Jordan and seconded by Mr. Jameson to enter into non-public session under RSA 91-A: 3 II (e). Jordan Aye, Jameson Aye, Millette Aye. Motion Passes.

A motion was made by Mr. Jordan and seconded by Mr. Jameson to exit non-public session, Jordan Aye, Jameson Aye. Motion Passes.

A motion was made by Mr. Jordan and seconded by Mr. Jameson to seal the non-public meeting minutes indefinitely. Jordan Aye, Jameson Aye, Millette Aye. Motion Passes.

Adjournment
Being no further discussion, a motion was made by Mr. Jordan and seconded by Mr. Jameson to adjourn the meeting at 7:31. Motion passes
